Why in News?
Recently President Droupadi Murmu launched the Delhi Lakhpati Bitiya Yojana in Delhi to financially empower girls from birth to adulthood, depositing funds in their name to support education and make them self-reliant.
What is Delhi Lakhpati Bitiya Yojana?
- About: Delhi Lakhpati Bitiya Yojana is a newly launched women-centric welfare initiative of the Delhi Government to financially empower girls.
- Launch: The initiative was formally inaugurated by President Droupadi Murmu on 2 March 2026 at the “Sashakt Nari, Samriddh Delhi” event.
- Objectives: The primary goal is to financially empower girls from economically weaker families, reduce dropout rates in education, and ensure long-term economic security.
- Expansion: This scheme is an expanded and restructured version of the earlier Ladli Scheme, redesigned in view of rising education costs.
- Financial Structure: Under the new scheme, the government will deposit a total of approximately ₹56,000 in staged installments in the girl child’s name at key life and educational milestones. With accrued interest, this amount is projected to grow to over ₹1 lakh by the age of 21.
- Instalment Phases: The staged payments are aligned with significant milestones such as birth, class admissions, academic transitions, and higher education completion.

- ₹11,000 at birth, ₹5,000 each upon admission to Class I, VI, IX, and XII, and after passing Class X and ₹20,000 during graduation or diploma courses.

- Eligibility Criteria: Beneficiaries must be born in Delhi. Families must have resided in the city for at least three years, with an annual income below ₹1.20 lakh. The benefit is limited to two daughters per family.
- Maturity Conditions: The accumulated amount is payable when the girl turns 21 years old and completes her graduation or diploma. Alternatively, it can be claimed after passing Class XII if she has reached 18 years.
- Digital Implementation: The scheme operates through a fully digital framework. Applications and fund transfers occur online via Direct Benefit Transfer (DBT) to ensure transparency.
- Management: Funds will be managed by SBI Life Insurance, providing a secure investment vehicle for the girl’s future.
Significance of Delhi Lakhpati Bitiya Yojana
- Eliminating Paperwork Jams: The scheme replaces the 2008 Ladli Scheme’s manual processes with a fully digital, faceless system. By utilizing Aadhaar-linked bank accounts and an end-to-end online portal, the government eliminates the documentation gaps that previously left over 1.86 lakh maturity accounts unclaimed.
- Safeguarding Higher Education: Unlike its predecessor, this initiative extends financial support specifically for graduation or professional diplomas. A dedicated ₹20,000 is disbursed during higher studies, ensuring that girls do not drop out after secondary school due to tuition costs.
- Strengthening Mobility and Access: The scheme is integrated with the Saheli Pink Smart Card, providing free, seamless travel on DTC buses. This digital card removes the need for physical “pink slips,” directly enhancing a girl’s ability to safely reach UGC-recognised institutions.
- Correcting Historical Backlogs: Under the “Meri Punji, Mera Adhikar” initiative, the government is simultaneously clearing ₹190 crore in pending payments for existing Ladli beneficiaries. This systemic cleanup restores public trust and ensures that the transition to the Lakhpati model starts on a transparent and accountable foundation.
Delhi Government’s Other Women Empowerment Schemes
- Mukhyamantri Mahila Samman Yojana: The government provides a monthly stipend of ₹1,000 to every woman aged 18 and above. This scheme targets non-taxpayers and those not receiving other pensions. It aims to grant financial agency to nearly 50 lakh women.
- Pink Ticket Revolution: Women enjoy free travel on all DTC and Cluster buses through the “Pink Ticket” system. This initiative has facilitated over 100 crore journeys since its inception. By removing commuting costs, the state encourages women to join the formal workforce and pursue education in distant areas safely.
- Mahila Haats and Entrepreneurship: The government establishes specialized marketplaces (Mahila Haats) to support self-help groups. These hubs provide platforms for women artisans to sell products directly to consumers. This infrastructure bypasses middlemen, ensuring 100% profit retention for women-led small businesses.
- Saheli Samanvay Kendras: These neighborhood support centers function as anganwadi hubs for women’s empowerment. They offer vocational training, legal aid, and counseling services. These centers serve as micro-incubation units where local women learn digital literacy.
- Mohalla Clinics for Women: The state operates dedicated Mahila Mohalla Clinics staffed entirely by female healthcare professionals. These clinics provide free diagnostics, medicines, and specialized gynecological care, addressing maternal health issues within local communities.
- CCTV and Street Lighting: To enhance urban safety, the government has installed over 2.8 lakh CCTV cameras and 2.1 lakh “dark spot” LED lights. This surveillance infrastructure creates a secure environment for women working late shifts, directly supporting Delhi’s vision of a 24/7 safe city for female professionals.
