Why in News?

The Indian Government is exploring ethanol ATMs at fuel stations for household cooking after achieving 20% ethanol blending, potentially diversifying clean-energy access.

What are Proposed Ethanol ATMs?

  • About: Ethanol ATMs are planned fuel dispensing kiosks at petrol pumps where households can purchase ethanol in sealed canisters for specially designed ethanol cooking stoves.
    • The initiative is under policy formulation by the Ministry of Petroleum and Natural Gas and state-owned oil marketing companies. 
  • Proposed Implementation: 
    • Dispensing Mechanism: Consumers will purchase ethanol in metal or thick plastic canisters directly from automated machines located at state-run oil marketing company (OMC) fuel stations.
    • Cooking Stoves: The purchased canisters are designed to connect to specially designed ethanol-powered stoves.
    • Pilot Kiosks: Initial deployment is expected through pilot kiosks at selected retail outlets before nationwide expansion.
      • The first phase may focus on commercial kitchens, street food vendors and local restaurants.
  • Policy Background: India achieved 20% ethanol blending in petrol five years ahead of target.
    • Ethanol procurement has increased from about 38 crore litres (2013-14) to over 1,200 crore litres (projected 2025-26).
    • Production capacity has expanded to around 20 billion litres and is projected to reach 24 billion litres by March 2027.
    • The new proposal is linked to use India’s surplus ethanol output domestically.
  • Significance: Greater domestic ethanol consumption can reduce reliance on imported LPG and crude oil, and strengthen Atmanirbhar Bharat.
    • It improves resilience against global fuel price shocks and supports India’s long-term renewable energy strategy.
    • Higher ethanol demand creates stable markets for surplus food grains, increasing farmer incomes and supporting rural industries. 
    • Expanding ethanol use beyond transport can contribute to cleaner household energy, lower fossil-fuel dependence and support India’s climate commitments.
Note: Ethanol is a renewable biofuel primarily produced from the fermentation of sugars or starches derived from crops like sugarcane, maize, and agricultural waste. It is extensively used in India’s Ethanol Blended Petrol (EBP) Programme.

India’s Ethanol Policy Status 

  • Policy: The Government launched Ethanol Blended Petrol (EBP) Programme in 2003 to blend ethanol with petrol.
    • Ethanol blending is controlled mixing of ethanol with gasoline in specific proportions).
    • It is a key pillar of India’s energy transition and biofuel strategy. It was launched with an initial target of 5% blending
    • Later the government launched India’s first comprehensive framework National Policy on Biofuels, 2018.
      • It targets 20% Ethanol Blending (E20) targeted for 2030.
    • Soon this 2018 framework was amended in 2022.
      • It advanced the 20% blending (E20) target from 2030 to ESY 2025-26
      • The amendment also expanded eligible feedstocks to include damaged food grains, broken rice, and other surplus grains.
  • Regulation: The programme is guided by the Ministry of Petroleum and Natural Gas
    • It is mainly supported by the National Biofuel Coordination Committee (NBCC), oil marketing companies, and state-level mechanisms.
    • The programme is governed by the National Policy on Biofuels, BIS fuel-quality standards, administered ethanol pricing, and 5% GST on blending ethanol.
    • Government supports this policy through Ethanol Interest Subvention Scheme (EISS), and Long-Term Offtake Agreements (LTOAs).
  • Achievements: India achieved 10% blending (E10) ahead of schedule in 2022.
    • India successfully achieved 20% blending five years ahead of schedule.
    • Ethanol blending increased from less than 1.5% (2013-14) to 20% (2025-26)
    • It has strengthened farmer incomes, saved foreign exchange, lowered greenhouse-gas emissions.
    • It has substituted over 310 lakh metric tonnes of crude oil since 2014-15.
  • Challenges: Pure ethanol contains roughly 30% less energy than standard petrol, leading to decreased mileage. Older vehicles are particularly vulnerable.
    • India increasingly relies on food grains like sugarcane, maize and FCI rice stocks. This diversion threatens nutritional security, and risks food price inflation.
    • Sugarcane is highly water-intensive. Producing a single liter of ethanol requires approximately 2,860 liters of water, exacerbating groundwater depletion.
    • Ethanol absorbs water easily. It cannot be transported through existing underground petroleum pipelines.
  • Roadmap: Currently the government is prioritising to stabilize 2G (Second Generation) supply.
    • The Bureau of Indian Standards (BIS) notified IS 19850:2026, establishing quality and safety specifications for E22, E25, E27, and E30 blends.
    • To support higher ethanol blends (like E22, E25, E27), the government has initiated a push to standardize domestic Flex-Fuel Vehicles (FFVs).
    • Automotive policies and Automotive Industry Standards (AIS) are being updated to guide manufacturers in producing vehicles.
    • The Ministry of Petroleum and Natural Gas approved ethanol blending in Aviation Turbine Fuel (ATF), enabling sustainable aviation fuel transition.
