Recently, the Government appointed Dr R Balasubramaniam and Dr Joram Aniya as full-time members of NITI Aayog, approved by Prime Minister Narendra Modi via Cabinet Secretariat notification.

Profiles of Dr R Balasubramaniam and Dr Joram Aniya

  • Dr R Balasubramaniam:
    • Academic Excellence: A qualified physician from Mysore Medical College, he holds an MPA from the Harvard Kennedy School (Mason Fellow) and an MPhil from BITS Pilani. He earned a PhD in Indic Leadership from Centurion University in 2025.
    • Grassroots Activism: At 19, he founded the Swami Vivekananda Youth Movement (SVYM), providing health and education to tribal communities in Karnataka.
    • Capacity Building: As Member (HR) of the Capacity Building Commission, he architected the Karmayogi Competency Framework, revolutionising civil service training across India.
    • Policy Leadership: He founded GRAAM, a public policy think tank, and chaired SEBI’s Social Stock Exchange Advisory Committee, guiding the integration of social enterprises into capital markets.
    • International Impact: He served as the Frank H.T. Rhodes Professor at Cornell University (2012–2015) and has lglobally on adaptive leadership and sustainable development.
    • Prolific Author: His works include Power Within: The Leadership Legacy of Narendra Modi (2024) and I, the Citizen, focusing on participatory democracy.
    • Anti-Corruption Role: He served as a Special Investigator for the Karnataka Lok Ayukta, uncovering maladministration in the health and public distribution sectors.
    • Awards & Recognition: He received the Vivekananda Award for Human Excellence (2014) and the Swasthya Seva Ratna Award for his 25+ years of medical service to tribal groups. 
  • Dr Joram Aniya: 
    • Historic Firsts: An eminent academic from Arunachal Pradesh, she is the first woman from the Nyishi community to earn a PhD and the first in her state to obtain a doctorate in Hindi studies.
    • Academic Leadership: She served as the Head of the Hindi Department at Dera Natung Government College in Itanagar, mentoring generations of students.
    • Experience & Research: With over 18 years of experience in teaching and research, her work focuses on the intersection of literature and governance.
    • Regulatory Contributions: She was a member of the Arunachal Pradesh Private Educational Institutions Regulatory Commission, shaping regional education standards.
    • Cultural Preservation: A noted folklorist, she has authored and edited numerous books aimed at preserving Nyishi literature and indigenous knowledge.
    • National Representation: Her appointment is a landmark for Northeast representation, bringing frontier-state perspectives to the highest level of national policy.
    • Indigenous Advocacy: She focuses on integrating traditional knowledge systems into modern education, as recognised during the Nyishi Day 2026 celebrations.
    • Global Recognition: She received the World Hindi Award at the 11th World Hindi Conference (2018) and the Bhasha Setu Award for promoting linguistic harmony. 

What is Niti Aayog?

  • About: NITI Aayog (National Institution for Transforming India) is the premier policy think tank of the Government of India, established on 1 January 2015 replacing the Planning Commission to promote sustainable and inclusive development.
    • Unlike the Planning Commission, NITI Aayog does not allocate funds, focuses on policy advisory roles, and emphasizes flexibility, decentralization, and stakeholder participation.
  • Legal Status: It is a non-constitutional and non-statutory body, created through an executive resolution, meaning it does not derive authority from the Constitution or any law, and its recommendations are advisory, not binding.
  • Vision: The institution aims to foster economic growth, improve quality of life, and design long-term strategic policies by integrating inputs from states, experts, and stakeholders for national development.
    • It supports initiatives like the Vibrant Villages Programme for border area development.
  • Key Principles: NITI Aayog follows cooperative federalism (Centre–State partnership) and competitive federalism (states competing for better performance), with a bottom-up approach from village to national level planning.
    • NITI Aayog has replaced traditional Five-Year Plans with more dynamic frameworks. It operates with a 15-year Vision document, a 7-year Strategy paper, and a 3-year Action Agenda. 
  • Structural Composition: It is chaired by the Prime Minister, with a Vice-Chairperson, full-time members, part-time experts, CEO, and a Governing Council comprising Chief Ministers and UT representatives ensuring federal participation.
    • The Governing Council acts as the highest decision-making body, enabling policy coordination, inter-state dialogue, and consensus-building, which strengthens federal governance mechanisms.
  • Functional Domains: Its activities include policy formulation, cooperative federalism, monitoring & evaluation, and knowledge innovation, making it both a think tank and implementation facilitator.
    • Key functions involve designing policy frameworks, acting as a knowledge hub, fostering partnerships, and evaluating government programmes.
    • NITI Aayog works across sectors like health, education, infrastructure, agriculture, innovation, and SDGs, addressing India’s multidimensional development challenges.
  • Institutional Innovations: It introduced initiatives like Atal Innovation Mission (AIM), Aspirational Districts Programme, promoting innovation, regional development, and performance-based governance.
    • Other innovations involves, SDG India Index (Sustainable Development Goals), Fiscal Health Index,  State Health Index, Composite Water Management Index, and the Export Preparedness Index.

Role of Full-Time Members in Policy Making

  • Strategic Policy Formulation: Full-time members lead the creation of long-term frameworks, such as the 15-year Vision and 7-year Strategy documents. 
    • They craft sectoral policies that move beyond traditional five-year plans to address complex, evolving economic needs. 
  • Sectoral Domain Leadership: Each member serves as a subject-matter expert in specific domains like Agriculture (Ramesh Chand), Public Health (V.K. Paul), or Science (V.K. Saraswat)
    • They provide high-level oversight and technical guidance to the respective verticals or divisions they lead.
  • Inter-Ministerial Coordination Hub: They act as a critical coordinating platform to resolve inter-sectoral and inter-departmental issues
    • By breaking down silos, they accelerate the implementation of the national development agenda across diverse government ministries. 
  • Evidence-Based Monitoring: Members oversee the Development Monitoring and Evaluation Office (DMEO) to track the efficiency of central schemes. 
    • They use real-time data to identify resource gaps and recommend mid-course corrections to ensure policy success. 
  • Fostering Cooperative Federalism: They bridge the gap between the Centre and States by facilitating structured support mechanisms
    • Members often chair special task forces on critical issues like poverty elimination or agricultural reforms to align state actions with national goals.
  • National Security Integration: A vital function of these members is ensuring that national security interests are incorporated into economic strategy and policy. 
    • They review strategic areas specifically referred to the Aayog to maintain a balance between growth and safety.
  • Innovation & Knowledge Leadership: They direct the Atal Innovation Mission (AIM) and the Knowledge and Innovation Hub to build a national entrepreneurial ecosystem.
  • This includes overseeing nearly 10,000+ Atal Tinkering Labs to foster a scientific temper across India.
