Why in News? 

The Reserve Bank of India (RBI) has indefinitely postponed Phase 2 of its continuous cheque clearing system to afford banks more time to strengthen their operational readiness and streamline internal processes.

  • The RBI has revised the Cheque Truncation System (CTS) hours. The presentation window for cheques is now 9:00 AM to 3:00 PM, while the confirmation session for banks is 9:00 AM to 7:00 PM.

Continuous Cheque Clearing System in India

  • The Continuous Cheque Clearing System is a new framework introduced to replace batch processing with a near real-time clearing process
  • Under this model, banks will scan, present, and transmit cheque images to clearing houses continuously throughout the business day rather than waiting for specific batch sessions. 
  • This allows cheques to move quickly through the system and get confirmed and settled within the same day. For this the Cheque Truncation System (CTS) was introduced by the Reserve Bank of India (RBI).
  • The RBI formally issued a circular on 13 August 2025 to transition the CTS to this new continuous model. It planned the rollout in two phases to help banks adjust their systems:
    • Phase 1: From 4 October 2025 to 2 January 2026, cheques will be processed continuously during the day, and banks must confirm cheque status by 7:00 PM the same day. If a bank fails to confirm by that time, the system will treat that cheque as approved for settlement.
    • Phase 2: Originally planned from 3 January 2026, this phase would further tighten timelines so that cheques must be confirmed within a T+3 hours window after presentation. This means, for example, a cheque presented between 10 AM and 11 AM should be confirmed by 2 PM.
  • Under the new continuous system:
    • Banks operate a single presentation session from 10:00 AM to 4:00 PM, during which they continuously send cheque images to the clearing house.
    • Drawee banks receive and confirm or reject each cheque throughout the day rather than waiting for a session.
    • After clearing and settlement, funds are credited to accounts within one hour of successful settlement, subject to standard safeguards.
    • The cycle of cheque clearance has shifted from next-day settlement to same-day settlement within hours, improving liquidity for users and reducing risk.
  • The continuous system relies on digital cheque images, real-time messaging between banks, and automation to speed up confirmations. These changes are enabled by existing infrastructure such as the National Payments Corporation of India (NPCI) platforms and enhanced bank processing systems.

What is Cheque Truncation System (CTS)?

  • The Cheque Truncation System (CTS) is a modern cheque clearing process used in India. Under CTS, banks stop the cheque at the presenting branch and send its digital image for clearing. 
  • RBI first implemented CTS in 2010 in the National Capital Region. It expanded the system across India in 2013.
  • CTS relies on image-based processing technology. Banks use high-quality scanners that meet RBI image standards. The system uses MICR code recognition to identify bank and branch details. It also uses automated sorting systems at clearing houses. 
  • The system uses Public Key Infrastructure (PKI) technology. Banks apply digital signatures on cheque images before transmission. These signatures confirm the authenticity of the presenting bank. 
  • CTS cheque images have legal validity under Indian law. The Negotiable Instruments Act allows electronic cheque images for clearing. Banks must store cheque images for a prescribed period.

Benefits of Continuous Cheque Clearing System

  • Customers: CTS offers faster cheque clearance. Customers receive funds quicker than earlier systems. The process reduces lost cheques and delays. This improves confidence in cheque usage even in a digital age. 
  • Banks: Banks save cost because they no longer transport physical cheques. The system reduces manpower needs and processing errors. Banks also benefit from better fraud control and audit trails. 
  • Economy: CTS improves payment system efficiency across India. Faster settlements support business cash flow, reduced paper movement supports environmental goals. CTS also complements digital payment growth by modernising traditional instruments.

Reasons Behind RBI’s Decision to Defer Phase 2 Implementation

  • The Reserve Bank of India (RBI) decided to postpone the Phase 2 rollout because many banks are still not fully prepared. The new Phase 2 required banks to confirm or reject cheques within three hours after receiving their digital images. This requires major changes in bank processing systems, staff training, and real-time monitoring.
  • During the initial rollout of Phase 1 several banks faced challenges. Phase 1 was meant to run until January 2, 2026 and allowed continuous cheque processing with confirmation by 7:00 PM each day. Some banks experienced teething problems such as delays in processing and verification issues. 
  • Phase 2 is designed to make cheque clearing even faster by enforcing stricter confirmation deadlines. But RBI’s priority is to maintain stability and reliability in the payment system. A sudden shift to Phase 2 could create confusion among banks and customers if systems are not fully ready.
  • Phase 2 requires all banks to upgrade their systems to handle real-time cheque processing consistently. RBI recognised that smaller and mid-tier banks might need extra time to complete these upgrades and to test their systems fully.
