Why CAPF Reservation Is Introduced?
- Need for Post-Service Employment: Under the Agnipath Scheme, only up to 25% of each Agniveer batch is retained in the Armed Forces after four years, while nearly 75% exit.
- The CAPF reservation was introduced to create a structured government employment pathway for these trained youth after military service.
- Addressing Major Agnipath Criticism: One of the biggest criticisms of Agnipath was the uncertainty of employment after four years.
- Concerns over short tenure, absence of pension, and limited long-term career security triggered nationwide debates and protests.
- The reservation directly addresses these rehabilitation concerns.
- Utilizing Trained Human Resources: Ex-Agniveers possess military discipline, weapons handling, physical fitness, and counter-insurgency exposure.
- Recruiting them into CAPFs allows the government to utilise already-trained manpower instead of investing entirely in fresh recruits.
- Economic and Fiscal Rationale: Agnipath aims to maintain a younger military profile while reducing the long-term pension burden.
- CAPF reservation complements this reform by providing employment opportunities without reversing the scheme’s fiscal objectives.
