CRPF Zero Operational Fatalities, Historic Milestone in India’s Internal Security

General Studies Paper III: Security Forces, Internal Security

Why in News?

Recently, the Central Reserve Police Force (CRPF) achieved zero operational fatalities for 12 consecutive months, marking its first such milestone in 47 years.

Central Reserve Police Force (CRPF)

  • About: The Central Reserve Police Force (CRPF) is India’s largest Central Armed Police Force (CAPF), operating under the authority of the Ministry of Home Affairs (MHA).
    • It functions as the premier internal security agency responsible for maintaining law and order across the nation.
    • The need for CRPF arises from its ability to counter asymmetric threats, manage massive civil unrest, and relieve regular state police forces during severe crises.
  • Establishment: The CRPF is a specialized paramilitary force originally raised as the Crown Representative’s Police on July 27, 1939, to protect British inhabitants in sensitive states.
    • Post-independence, it was renamed the Central Reserve Police Force under the CRPF Act on December 28, 1949.
  • Evolution: Starting with just 2 battalions in 1939, the force played vital roles during the partition riots and the integration of princely states.
    • Over decades, it evolved by absorbing special roles, growing into a massive security apparatus with 246 battalions today.
    • In 1986, the first all-women battalion, 88(M), was established.
  • Motto and Mandates: The inspiring motto of the force is “Tejasvi Navadhitamastu,” which translates to “Service and Loyalty.”
    • Its core mandates include countering insurgency, neutralizing terrorism, conducting anti-Naxal operations, and ensuring a fair, secure environment during national and state elections. It also participates in United Nations peacekeeping missions.
  • Structure: Headed by a Director General (DG), an IPS officer, the structure is divided into Zones, Sectors, and Ranges.
    • It is supported by Special Directors General, Additional Directors General, Inspectors General, Deputy Inspectors General, Commandants and subordinate officers.
    • It features specialized wings like the CoBRA (jungle warfare), Rapid Action Force (RAF) (riot control), Mahila Battalions (Six dedicated women battalions), and the Parliament Duty Group (PDG).
  • Functions: CRPF functions include crowd control, VIP security, protecting vital installations, and disaster relief.
    • Its deployment spans high-risk zones, including Left Wing Extremism (LWE) states, Jammu & Kashmir, and the conflict-prone North-Eastern states.
  • Active Service Personnel: As one of the world’s largest paramilitary forces, the CRPF boasts a strength of over 325,000 active service personnel.
    • This massive manpower includes the Mahila Battalions, pioneering the role of women in combat and tactical law enforcement.
  • Contributions: The force defended Indian borders during the 1962 Sino-Indian War and the 1965 Indo-Pak War at Sardar Post.
    • Its monumental contributions include neutralizing the 2001 Parliament attack, securing the Ayodhya site, and systematically dismantling red corridors through Operation Octopus.
    • CRPF has contributed to princely-state integration, anti-terrorist operations, parliamentary and assembly election security, and international peacekeeping.

CRPF Zero Operational Fatality Achievement

  • Milestone: In November 2026, CRPF recorded zero operational fatalities for 12 consecutive months.
    • This milestone signifies that no jawan lost their life during high-risk security operations, or counter-insurgency missions despite intense, ongoing deployments.
    • Prime Minister Modi strongly lauded the milestone, describing it as “A ZERO that speaks volumes.”
    • This remarkable feat is the first time in 47 years that the force has achieved a zero-fatality operational year.
      • The last comparable fatality-free period ended nearly five decades ago in January 1979.
      • The current timeline marks exactly one year since the last operational casualty occurred on October 30, 2025, during a mission in Jharkhand.
        • The grim record of 143 fatalities suffered in 2010 represents the highest single-year operational death toll.
        • Since 1947, a total of 2,268 CRPF personnel have been killed in active service.
        • Following a sustained crackdown, India was declared free of Maoist insurgency around March 30–31, 2026, coinciding with the milestone.
  • Factors:
    • Under the direction of Director General G.P. Singh, the CRPF implemented severe course-corrections to lower risks. Modernisation efforts successfully elevated normal administrative movements to match combat-level precautions in high-risk zones.
      • Tactical operations now systematically deploy 1.5 times the required force strength to safely overwhelm adversaries.
    • Providing frontline troops with latest and contemporary hardware was foundational to this achievement.
      • The procurement of upgraded protective gear, bulletproof components, and advanced weaponry shielded personnel from lethal impact during close-quarter battles.
      • Unmanned Aerial Vehicles (UAVs), drones, thermal imagers, night-vision equipment and electronic surveillance systems improving situational awareness.
    • A critical factor was a data-driven post-incident response analysis, which revealed that 75% to 80% of casualties historically occurred hours or days after the initial injury rather than on the spot.
      • To counter this, the force integrated high-speed medical logistics, operating 75 to 80 air ambulance sorties annually to rapidly evacuate wounded jawans directly to tertiary facilities like the AIIMS Trauma Centre in Delhi.
    • The achievement coincided with a structural contraction of Left-Wing Extremism (LWE), culminating in India making decisive advancements against Maoist strongholds.
      • Highly specialized guerrilla units like the CoBRA commandos conducted precise, intelligence-led crackdowns that successfully neutralized top extremist leadership while protecting the force from lethal retaliations.
      • The fatality-free year coincided with massive strategic victories, such as Operation Black Forest, which eliminated 21 Naxalites with zero troop casualties.
    • Modernisation includes secure communication systems, networking infrastructure, command-and-control facilities and digital operational platforms. These improve information sharing, coordination and faster decision-making.
    • The Government introduced Modernisation Plan-IV for CAPFs, including CRPF, with an approved outlay of ₹1,523 crore for 1 January 2022–31 March 2026.
      • It covers weaponry, communication, protective gear, surveillance, training and mobility equipment.
