Why in News?
Recently, Indian Olympic Association (IOA) has officially submitted an expression of interest to the Olympic Council of Asia (OCA) to host the 2038 Asian Games, aiming to continue its push for major multi-sport events.

Asian Games Hosting Bidding Process
- Governance: The bidding process to host the Asian Games is a structured multi-year cycle governed by the Olympic Council of Asia (OCA).
- Bid Invitation: The process officially begins at least eight years before the scheduled Games.
- The OCA President sends a circular to all 45 National Olympic Committees (NOCs) inviting them to submit applications within 90 days.
- Letter of Intent: Interested NOCs must submit a “Letter of Intent” to the OCA Secretariat within 30 days of the bid opening. This letter must be accompanied by a non-refundable bid fee of US$ 50,000.
- Candidature Documentation: After receiving the letters, the OCA sends official bid documents to the NOCs.
- Cities have six months to return these, including a “Bid Book” detailing technical plans, venue logistics, and accommodation.
- Evaluation Committee: The OCA President appoints an Evaluation Committee to visit candidate cities.
- They inspect existing venues, transit systems, and proposed sites to create a detailed report for the Executive Board (EB) and General Assembly (GA).
- Shortlisting Candidates: The OCA Executive Board reviews the evaluation reports.
- They create a shortlist of a maximum of three bid cities. This decision is announced before the final vote to ensure only viable candidates proceed.
- Government Guarantees: Candidate cities must provide legally binding guarantees from their national government.
- These ensure free entry for all delegates, the import of sports equipment without taxes, and total compliance with the OCA Constitution.
- Financial Obligations: Host cities face strict financial rules, including a US$ 100,000 non-refundable fee upon being awarded the Games.
- Additionally, a refundable guarantee deposit of US$ 500,000 is required within 120 days of signing the Host City Contract.
- Final Selection: The OCA General Assembly holds the ultimate authority to elect the host city through a vote.
- The National Olympic Committees vote to select the host city.
- If successful, the host city and its NOC immediately sign the Host City Contract (HCC) to formalize their obligations.
