Recently, FIFA suspended the All Nepal Football Association (ANFA) over third-party government interference.

Highlights of FIFA’s Decision to Suspend ANFA

  • Decision: On 24 June 2026, the Bureau of the FIFA Council suspended the All Nepal Football Association (ANFA) with immediate effect under Articles 14 and 16 of the FIFA Statutes.
    • The suspension remains in force until further notice
    • This is ANFA’s first full FIFA membership suspension, marking the most serious governance crisis in Nepalese football.
  • Reason: FIFA cited flagrant third-party interference in ANFA’s affairs.
    • It ruled that external influence from Nepal’s authorities violated FIFA’s principle that national football associations must function independently and autonomously.
  • Background: The crisis escalated after Nepal’s National Sports Council (NSC) intervened in ANFA’s governance, directed changes to its statutes, questioned its election process, and delayed scheduled elective congress.
    • FIFA initially imposed a three-month suspension in March 2026, later lifting it in May after temporary progress. 
    • Continued governance disputes and failure to complete elections led to the 24 June full suspension.
  • Impact: Nepal’s men’s, women’s, youth national teams and all affiliated clubs are barred from participating in FIFA and AFC competitions until the suspension is revoked.
    • ANFA has lost all membership rights, including eligibility for development grants, technical assistance, referee education, coaching programmes, and official FIFA/AFC training.
    • The tenure of ANFA’s executive committee expired without a valid election, creating a leadership vacuum.
    • All external FIFA member nations are ordered to cease sporting contact with Nepal’s national and club teams.
  • Restoration: FIFA requires Nepal to reverse third-party interventions, restore ANFA’s full autonomy, and complete the electoral process under FIFA-approved statutes before reinstatement. 

FIFA Governance Rules and Global Precedents

  • Principle: FIFA Statutes require every member association to function independently, free from political or external influence.
    • Article 14 require all member associations to manage their affairs independently and without undue influence from third parties or government authorities
    • Article 19 mandates that every national federation must draft and adopt its own statutes internally. Government rules regarding elections or internal administrative composition cannot override FIFA’s elective rules.
    • Beyond politics, Article 18bis of the Regulations on the Status and Transfer of Players (RSTP) prohibits clubs from entering contracts that allow third parties to influence employment and transfer independence.
    • Breaching this rule leads to severe global precedents, such as international bans and loss of funding
  • Violation: When third party or government body, such as a state’s sports council or a court-appointed administrator, attempts to replace or suspend a federation’s executive committee, it constitutes a direct violation.
    • Courts and state authorities are prohibited from removing sitting officials and appointing a Committee of Administrators (CoA) to run a football federation’s daily affairs. 
  • Ban: When a national body violates non-interference principles, FIFA enforces an immediate indefinite suspension. The suspended nation is barred from international tournaments.
    • Article 14(3) permits sanctions even when external interference occurs without the association’s consent.
    • Violations of independence rules lead to a full membership suspension by the Bureau of the FIFA Council
    • Suspensions are absolute and apply even if the member association was not directly at fault for the external interference.
    • A FIFA suspension immediately cuts off the affected member association from receiving crucial FIFA/AFC funding, development grants, and educational courses. 
  • Normalization: When domestic administration completely breaks down, FIFA invokes Statutes Article 8(2). It removes the compromised executive team and installs a Normalisation Committee to run daily football operations.
    • The committee then responsible to restructure local regulations, amend the national association’s statutes, organize free and fair elections, ensuring a return to constitutional normalcy.
  • Major Precedents: FIFA has previously suspended India (2022), Zimbabwe (2022), Kenya (2022), Pakistan (2017, 2025), Chad (2021), Nigeria (2014), Indonesia (2015), Greece (2006) and others over governance interference.
    • August 2022, FIFA temporarily suspended the All India Football Federation (AIFF) due to Supreme Court intervention and the installation of a Committee of Administrators.
