Recently, Belgium completed the foundation perimeter of world’s first artificial energy hub Princess Elisabeth Island, designed to integrate offshore wind power and future international electricity interconnectors.

What is Princess Elisabeth Island?

  • About: Princess Elisabeth Island is a purpose-built artificial energy island in Belgium’s North Sea waters.
    • It is designed not as a conventional settlement but as an offshore electricity transmission hub.
    • It is described by project authorities as the world’s first artificial energy island
  • Location: The island is being constructed about 45 km off the Belgian coast, inside the Princess Elisabeth Zone (PEZ)
  • Purpose: Its primary purpose is to aggregate offshore electricity, reduce the need for multiple individual offshore connection platforms, and transfer renewable electricity efficiently to land.
    • It is also intended to become a platform for cross-border electricity interconnections, helping develop an integrated European offshore grid.

    • The European Investment Bank (EIB) provided €650 million for Phase 1 in 2024 and signed a further €1 billion facility for Phase 2 in July 2026.
      • EIB records list approximately €1.105 billion for Phase 1 and €2.296 billion for Phase 2. 
      • Separately, Belgium’s regulator CREG estimated the broader MOG II project at €7–8 billion in 2025.
  • Environmental Clearance: The competent Belgian authority issued the island’s environmental permit on 26 September 2023.
    • The project also incorporates a nature-inclusive design, developed with environmental experts to reduce ecological impacts and create habitats for marine organisms and birds.
  • Physical Structure: The island has about 6 hectares of useful above-water electrical-infrastructure area, approximately 230 × 520 metres.
    • Its outer perimeter consists of 23 massive concrete caissons, each weighing roughly 22,000 tonnes
    • Its size is equivalent to 8 football fields, demonstrating the vast expanse of technological infrastructure.
  • Engineering: The perimeter caissons are made of reinforced concrete and are filled and stabilised using sand, with rock protection around the foundation.
    • Approximately 2.3 million cubic metres of locally extracted sand are required to create the island platform. 
    • A protective storm wall helps shield electrical equipment from extreme marine conditions.
  • Physical Facilities: The island will contain high-voltage electrical infrastructure, including AC and DC systems, transformers/converters and cable connections.
    • It will also include a small maintenance harbour and helideck. Six HVAC export-cable systems connect the island towards the mainland.
  • Low-Carbon Cement: Holcim’s ‘Ecoplanet’ ultra-low carbon cement has been used in its construction, which has reduced construction emissions by 40%.
  • AC–DC Hybrid Technology: A defining feature is the combination of HVAC (high-voltage alternating current) and HVDC (high-voltage direct current) technologies.
    • The selected architecture is designed around up to 3.5 GW of offshore transmission capacity, with six AC export cables and an HVDC system in the reference design. 
  • Hybrid Interconnectors: Future hybrid interconnectors can perform two functions: transporting offshore wind electricity and enabling electricity trading between countries.
    • Planned concepts include links such as Nautilus with the UK and TritonLink with Denmark, although project configurations have been subject to review and optimisation.
  • Operational Timeline: By January 2026, all 23 concrete caissons had been constructed at Vlissingen.
    • The island is expected to be fully operational by 2031-2032 after complete development of infrastructure and grid integration.

    • This reduces reliance on external fossil fuels and models maritime energy diplomacy for regions like the South China Sea

  • Evolution of Marine Spatial Planning (MSP): By substituting multiple point-to-point subsea cables with a centralized hub, it prevents spatial conflicts with busy shipping lanes and establishes a blueprint for optimized marine zoning.
  • Energy Sovereignty and Independence: Given the geopolitical crisis arising from the 2022 Russia-Ukraine war, this project is a milestone towards achieving the EU’s ‘Net-Zero 2050’ goal by ending Europe’s dependence on Russian gas and fossil fuels.
  • Mainstreaming Nature-Inclusive Design (NID): It redefines sustainable infrastructure by embedding biodiversity measures—like artificial ledges and biogenic oyster reefs—proving large-scale engineering can actively support marine conservation. 
  • Macroeconomic Cost Optimization: Despite high upfront capital demands, consolidating high-voltage infrastructure limits duplication, drives down long-term levelized cost of energy (LCOE), and scales up standardisation across marine engineering supply chains. 
  • Economic and Industrial Security: A large offshore grid creates demand for turbines, subsea cables, converters, ports, vessels, engineering services and skilled workers.
    • Consequently, energy infrastructure becomes an industrial-policy instrument, strengthening European technological capabilities and supply chains.
  • Blueprint for Global Energy Transitions: For peninsular nations like India exploring offshore wind, it offers a crucial model to scale up offshore capacity without over-stretching onshore grid stability.
    • India can draw important lessons because it has a coastline of about 7,600 km and substantial offshore-wind potential.
      • MNRE identifies approximately 36 GW off Gujarat and nearly 35 GW off Tamil Nadu in initial assessments. 
      • India has also maintained a 30-GW offshore-wind target for 2030.
  • India’s broader transmission planning for integrating 500 GW of non-fossil capacity by 2030 provides the institutional foundation for this approach.
  • India could eventually examine offshore transmission hubs near high-potential Gujarat and Tamil Nadu zones.
