India Signs Defence Deal For GSAT-7C Military Satellite, IAF Will Get First Dedicated Communication Satellite

General Studies Paper III: Infrastructure, Science & Tech, Security

Why in News?

Recently, the Ministry of Defence signed a ₹2,563-crore contract on October 15, 2026, with NewSpace India Limited (NSIL) to build and launch GSAT-7C, the Indian Air Force’s (IAF) first dedicated communications satellite.

What is GSAT-7C Satellite?

  • About: GSAT-7C is an advanced, geosynchronous military communication satellite dedicated exclusively to the Indian Air Force (IAF).
    • It functions as a strategic orbital network node to deliver encrypted, real-time voice, video, and data communication across all airborne and ground platforms.
  • Developed By: The satellite is indigenously designed, developed, and manufactured by NewSpace India Limited (NSIL), the commercial arm of the Indian Space Research Organisation (ISRO).
  • Technology: Its technology relies on advanced transponders tightly integrated with Software-Defined Radios (SDRs). This allows the network to dynamically switch frequencies via software, giving high resistance against hostile electronic jamming and hacking attempts.
  • Exclusive Military Network: Unlike its predecessor GSAT-7A which shares bandwidth with the Indian Army, GSAT-7C provides a 100% dedicated network for the IAF.
    • It eliminates shared transponder bottlenecks, providing vast, unhindered operational bandwidth for independent air operations.
  • Beyond-Line-of-Sight Connectivity: The satellite circumvents structural limitations caused by the Earth’s curvature or mountainous terrain.
    • It guarantees reliable Beyond-Visual-Line-of-Sight (BVLOS) connectivity for units separated by massive geographical distances.
  • Network-Centric Interoperability: It connects multiple heterogeneous assets simultaneously into a unified tactical picture. This includes fighter jets, drone systems (UAVs), radar networks, airbases, and Netra AEW&C platforms.
  • Defence Contract: The Ministry of Defence officially signed the procurement contract on October 15, 2026, valued at ₹2,563 crore.
    • It initially cleared the Defence Acquisition Council’s Acceptance of Necessity (AoN) in November 2021 at an estimated cost of ₹2,236 crore.
      • The final deal is part of a larger ₹4,106 crore modernization package.
  • Operational Timeline: Maintained by NSIL and ISRO, the complete satellite network is fully scheduled to become operational by 2030.

Significance of GSAT-7C for India

  • The satellite will accelerate the sensor-to-shooter matrix during active aerial combat.
    • Netra AEW&C aircraft will stream encrypted threat profiles directly to Rafale and Sukhoi Su-30MKI fighters without ground relays.
    • This rapid synchronization will compress critical tactical decision cycles, allowing pilots to intercept incoming hostile targets within seconds.
  • The platform will provide the mandatory infrastructure for long-range unmanned aerial vehicle (UAV) operations.
    • India will operate its newly acquired MQ-9B Predator drones across massive geographical distances using this orbital link.
    • Mission controllers will pilot these advanced remote assets deep over mountainous borders or vast maritime zones from centralized home bases.
  • This satellite will complete a critical pillar of India’s independent military space constellation.
    • This dedicated asset will complement the Defence Space Agency’s multi-satellite surveillance initiatives to transition India from passive space observation into active orbital combat support.
  • The indigenous architecture will mitigate the severe vulnerabilities exposed by foreign-managed commercial space networks.
    • India will be able to maintain absolute control over its own cryptographic keys and orbital routing protocols to prevent external network shutdowns.
  • The procurement contract will inject massive capital directly into the domestic private aerospace supply chain.
    • Indian MSMEs and private technology firms will manufacture high-end space-grade components under the Buy (Indian-IDMM) defense framework.
    • This strategic engineering pipeline will establish a highly resilient local industrial base for future space missions.
    • It strongly suggests the Make in India and Aatmanirbhar Bharat frameworks.
  • The operational satellite will strengthen India’s overall strategic deterrence across the Indian Ocean Region and northern frontiers.
    • The IAF will be able to monitor aggressive military movements along contested borders with high-bandwidth communication lines.

India’s Military Communication Satellites

The GSAT-7 series (also known as the INSAT-4F series) represents India’s dedicated military communication satellite constellation. It is developed by the Indian Space Research Organisation (ISRO):

  • GSAT-7 (Rukmini): Launched in August 2013 via an Ariane 5 rocket from Kourou, French Guiana, GSAT-7 became India’s first dedicated military communication satellite.
    • Weighing 2,650 kg, its footprints cover a massive 2,000 nautical mile range across the Indian Ocean Region (IOR).
    • It operates multi-band payloads including UHF, S-band, C-band, and Ku-band. Rukmini seamlessly interlinks the Indian Navy’s warships, submarines, aircraft, and shore-based command centers, reducing reliance on platforms like the British Inmarsat.
  • GSAT-7A (Angry Bird): Launched in December 2018 aboard the GSLV-F11, GSAT-7A is customized for the Indian Air Force (IAF).
    • Configured on ISRO’s I-2K bus, it transmits primarily in the Ku-band. It links IAF airbases, ground radar stations, Airborne Early Warning and Control (AEW&C) platforms like Netra and Phalcon, and unmanned aerial vehicles (UAVs).
    • While primarily an IAF asset, 30% of its capacity is utilized by the Army Aviation Corps for tactical operations.
  • GSAT-7R (CMS-03): Successfully launched on November 3, 2025, via the indigenous LVM3-M5 heavy-lift rocket, GSAT-7R serves as the advanced operational replacement for the aging GSAT-7.
    • Weighing approximately 4,400 kg, it is the heaviest communication satellite launched from Indian soil into Geosynchronous Transfer Orbit (GTO).
    • Equipped with advanced encryption and anti-jamming capabilities across UHF, S, C, and Ku bands, it significantly enhances the Navy’s strategic capabilities and Maritime Domain Awareness (MDA).
  • GSAT-7B: The GSAT-7B is the Indian Army’s first dedicated geostationary communication satellite, scheduled for launch by ISRO around mid-2028.
    • It is a five-tonne class geostationary satellite developed indigenously by the Indian Space Research Organisation (ISRO).
    • It will provide round-the-clock, encrypted, and secure High Throughput Services (HTS) to Indian Army troops, formations, and weapon or airborne platforms in remote border areas.
