General Studies Paper II: Government Policies & Interventions, Inclusive Growth

Why in News?

Recently, Chhattisgarh expanded the Atal School Scheme named “Atal Utkrisht Shiksha Yojana” from 100 to 200 students, strengthening educational mobility for workers’ children.

What is Atal Utkrisht Shiksha Yojana?

  • About: Atal Utkrisht Shiksha Yojana is a Chhattisgarh Government educational-welfare initiative providing quality residential schooling to talented children.
    • The scheme was named in honor of former Prime Minister Atal Bihari Vajpayee
  • Objective: Its objective is to elevate state-run education to national academic standards.
    • It bridges the socio-economic gap by providing premium, institutional learning to children from poor communities.
  • Nodal Institution: The scheme is operated through the Chhattisgarh Building and Other Construction Workers’ Welfare Board (CGBOCW) under the Labour Department.
  • Target Beneficiaries: The program targets economically weaker sections, destitute children, and registered construction laborers.
    • Children of workers registered for at least one year under the Building and Other Construction Workers (BOCW) welfare board.
  • Selection Mechanism: Admission follows a merit-based process, with eligible students shortlisted using Class 5 marks, followed by counselling and school allocation according to preferences and available seats.
    • Applications are submitted through the Shramev Jayate portal/app, Labour offices or Lok Seva Kendras.
  • Facilities: Completely free boarding, lodging, school fees, uniforms, and modern education.
  • Educational Coverage: Students receive free education from Class 6 to Class 12, enabling sustained schooling.
    • To combat migration to costly private alternatives, the scheme shifts the primary instructional medium to English language proficiency
    • The scheme is shifting government schools from state boards to the Central Board of Secondary Education (CBSE).
    • Aligned with the National Education Policy (NEP) 2020, it incorporates skill-based instruction. Classes 9 and 10 gain access to vocational courses like IT, tourism, retail, and automotive studies.
  • Residential Model: The programme empanels private residential educational institutions.
    • It provides students access to established schooling environments and broader academic opportunities.
  • Academic Development: The scheme extends beyond classroom teaching through competitive examinations, Olympiads, sports, extracurricular activities and career counselling, promoting all-round development.
  • Infrastructure Upgrade: Selected schools undergo severe modernization, receiving state-of-the-art smart classrooms and digital learning resources.
    • Upgrades include advanced computer laboratories, science labs, and libraries.
  • Expansion: For 2026–27, the annual intake has increased to 200 Class-6 students, compared with the earlier 100-student intake, expanding coverage across all 33 districts.

Significance of Chhattisgarh Atal School Scheme

  • Large Labour-Welfare Base: The scheme targets children of registered construction workers, giving it significance within a large welfare ecosystem.
    • As of April 2026, 33.14 lakh workers had registered with the Chhattisgarh Building and Other Construction Workers Welfare Board since 2008
  • Social Security: Unlike income-support measures, the scheme converts labour welfare into long-term capability formation, potentially reducing intergenerational transmission of poverty.
  • Equalisation of Opportunity: Children from economically vulnerable labour households gain access to reputed residential institutions, addressing disparities in educational quality.
  • Evidence of Early Outcomes: Before the latest expansion, 95 students from 31 districts were studying in 14 schools across eight districts, indicating that the pilot had moved beyond announcement into actual institutional delivery.
  • Human Capital: Investment in schooling develops knowledge, skills, confidence and aspirations—core components of human capital.
    • It converts welfare expenditure into long-term productive capacity.
    • Better education can enhance future employability, productivity and occupational mobility.
