New Urban and Rural Land Mapping Initiatives in India

  • Digital India Land Records Modernization Programme (DILRMP): DILRMP is a national reform initiative designed to overhaul the historically fragmented and presumptive land titling system into a modern, state-guaranteed conclusive land titling ecosystem.
    • It was launched initially as the National Land Records Modernization Programme (NLRMP) in 2008 but renamed in 2016 as DILRMP.

      • DILRMP 3.0 was officially launched on September 10, 2026, with a budget of ₹565.50 crore to transition digital records into a unified, GIS-enabled “Bharat Land Stack”. 
      • It incorporates end-to-end paperless property registration and upgrades 75 high-footfall registration offices into modern Registration Seva Kendras. 
  • SVAMITVA Scheme: The SVAMITVA Scheme (Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas), is a property validation and mapping initiative targeted at rural India.
    • It creates non-disputable digital spatial records of rural residential properties using cutting-edge survey instruments.
    • The scheme was launched on National Panchayati Raj Day, April 24, 2021, by the Prime Minister.

  • NAKSHA Programme: The NAKSHA Programme, which stands for National Geospatial Knowledge-based Land Survey of Urban Habitations, is a geospatial initiative tailored to modernize urban land records.
    • Initiated as a pilot program first highlighted in the Union Budget, it gained massive momentum through specific operational developments across 157 Urban Local Bodies (ULBs) across 27 States and 3 Union Territories. 
    • It aims to build a highly accurate, GIS-integrated database of urban land parcels to support advanced city town planning, and the formal generation of Urban Property Cards
    • The scheme was launched and funded under the aegis of the Department of Land Resources (DoLR), Ministry of Rural Development. 
    • Technical execution and capacity building are carried out through strategic partnerships with the Survey of India, National Informatics Centre Services Inc. (NICSI), state electronics development corporations, and specialized national Centres of Excellence (CoE)
    • The program relies on Unmanned Aerial Vehicles (UAVs) to capture high-accuracy aerial imagery under three distinct technology configurations optimized for diverse urban topographies. 
    • It involves the generation of Ortho-rectified Imagery (ORI), Digital Surface Models (DSM), 3D Mesh Models, and 2D/3D GIS datasets. 
    • A standout feature is the integration of new CORS networks in urban zones to facilitate rigorous ground-truthing and public inquiry processes.
    • It was designed as a one-year pilot covering 157 Urban Local Bodies in 27 States and 3 Union Territories, covering more than 4,484 sq km and benefiting more than 1.5 crore citizens.
  • Unique Land Parcel Identification Number (ULPIN) / Bhu-Aadhaar: The Unique Land Parcel Identification Number (ULPIN), widely designated as Bhu-Aadhaar, is a digital identification standard implemented to give an unmistakable identity to every distinct land parcel across the country.
    • It functions precisely like an “Aadhaar card for land,” effectively preventing alpha-numeric errors, spatial overlaps, and fraudulent double-registrations.
    • It has achieved rapid deployment across 29 States and Union Territories by 2024–2025
    • Its primary objective is to create a single, immutable source of truth for land boundaries based on precise longitudinal and latitudinal coordinates.
    • It is managed globally by the Department of Land Resources, Ministry of Rural Development. It is generated by the National Informatics Centre (NIC).
    • The core component of ULPIN is a 14-digit alphanumeric code that is automatically generated based on the geo-coordinates of the vertices of a land parcel.
      • It structurally links the land’s spatial geometry to ownership details in the Record of Rights (RoRs). 
  • National Generic Document Registration System (NGDRS): The National Generic Document Registration System (NGDRS) is a cloud-based, unified e-Registration software platform developed to standardize the property and document registration process across the length and breadth.
    • It has been adopted by 18 States and Union Territories, with numerous other states actively feeding data into the national repository. 
    • The core objective of NGDRS is to promote the Ease of Doing Business, drastically reduce stamp duty evasion, and eliminate the need for citizens to physically crowd sub-registrar offices. 
    • The platform is monitored by the Department of Land Resources, Ministry of Rural Development, and is developed and continuously hosted by the National Informatics Centre (NIC)
    • The system features components like online document upload, automated stamp duty calculation, electronic payment gateways, and online appointment scheduling.
  • National Urban Information System (NUIS): It was established to build comprehensive urban land-use databases managed by the Ministry of Housing and Urban Affairs using a 1:10000 scale thematic mapping component.
    • It uploaded datasets for 130 towns onto the Bhuvan platform to improve spatial municipal planning and master plan formulation. 
  • Bhuvan Panchayat: It is a geo-spatial platform launched in 2009 by the National Remote Sensing Centre of ISRO to empower grassroots rural governance through decentralized mapping.
    • It features integrated high-resolution satellite imagery, administrative boundary vectors, and census data to allow Gram Panchayats to efficiently map localized land-use patterns.
