New CBSE Class 10 Exam Pattern 2028, Board Revises Assessment Structure

New CBSE Class 10 Exam Pattern 2028, Board Revises Assessment Structure

General Studies Paper III: Education, Education Reforms

Why in News?

Recently, the Central Board of Secondary Education (CBSE) has revised the Class 10 examination structure for the 2028 board exams.

New CBSE Class 10 Examination Structure 2028 Highlights

  • Announcement: On 30 October 2026, the Central Board of Secondary Education (CBSE) announced a revised Scheme of Studies for the 2028 Class 10 board examinations.
  • Affected Session: The new framework applies exclusively to students enrolled in Class 9 during the 2026-27 academic session, who will progress to Class 10 in 2027-28.
    • The current batch appearing for upcoming exams remains unaffected and will continue under the legacy system.
  • Subject Combinations: Students are required to learn nine compulsory curricular domains, but they will only take board examinations in five core subjects: Language 1, Language 2, Mathematics, Science, and Social Science.
    • The remaining areas include a thirdlanguage, Art Education, and Physical Education.
      • Vocational education remains mandatory, offering two paths. Students can choose ‘Kaushal Vikas’, which features school-based internal assessment, or select one of 22 notified skill subjects (like AI, Data Science or IT) that mandate an official board exam and provide National Skills Qualifications Framework (NSQF) certification.
  • Deletions: To reduce academic burden, the board has dropped three specific interdisciplinary modules from the curriculum.
    • Students will no longer study ‘Individuals in Society’ or ‘Computational Thinking and AI’ in Class 9, nor ‘Environmental Education’ in Class 10.
  • Subject Replacement: An optional skill paper acts as an academic safety net. If a student fails in Mathematics, Science, or Social Science, the passed skill subject can replace it to clear the board exams. Similarly, an optional language can replace a failed core language.
  • Passing Criteria: The core qualifying benchmark remains unchanged.
    • Students must secure an aggregate of at least 33% marks in each of the five compulsory board examination subjects, combining both the internal assessment and the external written theory marks.
  • Certification: Successful candidates taking a notified skill-subject board examination will have their marks and grades reflected in the CBSE marksheet and receive an NSQF-linked certificate.
    • Students choosing Kaushal Vikas can receive a school certificate after securing at least 33% marks.

CBSE Board Exam Changes 2028 Significance

  • The revised structure supports the broader vision of the National Education Policy (NEP) 2020, which emphasises experiential learning, and competency-based assessment.
  • The inclusion of an elective vocational paper serves as a vital academic safety net. This will reduce academic failure rates and prevents early dropouts.
  • Students who’ll opt for specialized board-tested skill subjects will receive NSQF certificate. This will bridge the gap between basic secondary education and immediate economic employability.
  • The curriculum integrates advanced future-ready subjects including Artificial Intelligence, Data Science, and Design Thinking. Exposing students to these specialized sectors can cultivate tech-literacy and dynamic problem-solving abilities.
  • This structure directly bolsters India’s Human Capital and Social Sector development.
    • It aligns India’s massive demographic dividend with dynamic global market demands.
  • This structural overhaul promotes educational equity. Dropping complex un-resourced modules prevents the deepening of the rural-urban digital divide.
    • This makes high-tier secondary completion accessible to marginalized demographics across India.

Major School Education Reforms

  • India’s school education reforms transitioned significantly via the Kothari Commission (1964-66) which introduced the 10+2 structure.
    • Landmark policies in 1968 and 1986 established a common school framework, followed by the Right to Education (RTE) Act 2009, guaranteeing free, compulsory education under Article 21A.
  • The obsolete 10+2 academic setup is replaced by a comprehensive 5+3+3+4 pedagogical structure.
    • This newly designed format covers ages 3 to 18, bringing crucial early childhood care and preschool learning.
    • It comprises Foundational, Preparatory, Middle and Secondary Stages, aligning education with children’s developmental needs.
  • Achieving baseline academic proficiency has become an urgent mandate through dedicated national efforts like the NIPUN Bharat Mission.
    • The policy establishes concrete targets to guarantee that every child secures absolute foundational literacy and numeracy by Grade 3.
  • Traditional exams that reward cramming are phased out for 360-degree holistic evaluation.
    • Under the guidance of the national assessment body PARAKH (Performance Assessment, Review and Analysis of Knowledge for Holistic Development), evaluations test higher-order thinking, practical concept application, and core capabilities.
  • Strict structural separations between science, commerce, and arts lines are completely removed.
    • Students gain flexible subject selection, allowing them to mix humanities with vocational subjects or advanced sciences.
  • Classrooms are upgraded into tech-driven hubs utilizing platforms like DIKSHA and PM e-Vidya.
    • Dedicated AI Centre of Excellence in Education advances personalized learning platforms to bridge the pervasive rural-urban digital divides.
    • AI learning tools, coding coursework, and hybrid setups ensure robust digital literacy across all socio-economic layers.
  • CBSE introduced the two-board-examination system from 2026, following the broader NEP 2020 vision.
    • It provides students an opportunity to improve performance and reduces dependence on a single high-pressure examination.
  • To advance the Skill India Mission, vocational training is integrated into the core curriculum starting from Class 6.
    • Through initiatives such as Samagra Shiksha, vocational education is being integrated into mainstream schooling.
  • The integration of Indian Knowledge Systems (IKS) and multilingualism enforces the mother tongue as the primary medium of instruction until Grade 5.
  • The institutional framework mandates the 4-year Integrated Teacher Education Programme (ITEP) as the minimum qualification by 2030.
    • Educators undergo continuous professional training via the NISHTHA portal to upgrade their digital and modern pedagogical competencies.
    • Targeting a 100% Gross Enrolment Ratio (GER) by 2030, programs like the NIPUN Bharat Mission systematically target foundational literacy and numeracy targets.
