Highlights of Gujarat’s 20% Reservation for Ex-Agniveers

  • Announcement: The Gujarat government, led by Bhupendra Patel, has approved reservation for former Agniveers in direct recruitment to Class-III government posts.
    • The policy specifically targets uniformed services.
    • It marks a major state-level rehabilitation initiative for personnel completing service under the Agnipath Scheme.
    • Gujarat had earlier announced priority recruitment for Agniveers in Armed Police and SRP services in 2024.
  • Departments Covered: The reservation applies to recruitment in the State Police, State Reserve Police Force (SRP), Jail Department, and Forest Department.
    • Key posts include Police Constable, Armed Police Constable, SRP positions, Jail Guard, Jailer Group-II, and Forest Guard roles.

What is the Agnipath Scheme?

  • About: The Agnipath Scheme is a military recruitment reform approved on 14 June 2022 for the Indian Army, Navy and Air Force.
    • It introduced short-term recruitment below officer rank to create a younger and technologically adaptable force structure.
    • An Agniveer is a youth recruited under Agnipath for a fixed tenure. 
    • After completing service, personnel who leave the armed forces are termed Ex-Agniveers
  • Objective: The scheme aims to create a younger military profile, improve technological readiness, and reduce the rising pension burden.
    • It aims to release greater resources for defence modernization and weapons acquisition. 
    • It also seeks to instill military discipline and skills among youth.
  • Eligibility Criteria: Candidates aged 17.5–21 years are eligible, with a one-time relaxation to 23 years for the 2022 recruitment cycle.
    • Candidates must meet standard medical and physical fitness levels. 
  • Recruitment: Recruitment is conducted through a centralized system and service-specific selection processes.
    • Approximately 45,000–50,000 Agniveers are recruited annually across the three services. 
    • Recruitment follows an All-India, All-Class model, replacing several traditional recruitment patterns. 
  • Service Tenure: The total tenure is four years, including roughly six months of training and 3.5 years of active deployment.
    • Agniveers serve in operational, technical, administrative and support roles depending on service requirements. 
  • Retention: After four years, up to 25% of each batch may be selected for permanent enrolment based on merit, organizational requirements and medical fitness.
    • Those retained serve for a further long-term military career of about 15 years
  • Benefits: Agniveers receive annual packages rising from approximately ₹4.76 lakh to ₹6.92 lakh, a tax-free Seva Nidhi package of about ₹11.71 lakh, and ₹48 lakh non-contributory life insurance. Disability and death compensation provisions are also included.
    • In case of death, the payout will be over ₹1 crore, including pay for the unserved tenure.
  • Concerns: Under the current model, the abrupt end of service for the remaining 75% raised concerns about mass unemployment for youth demobilized at age 22 to 24.
    • Agniveers do not receive monthly lifelong pensions or ex-servicemen (ESM) status. It is insufficient to navigate India’s long-term economic inflation and job market uncertainties.
    • Defense analysts have voiced concerns that short four-year tenures could disrupt the “esprit de corps,” unit cohesion, and highly specialized training required.
    • Transitioning released personnel into the civilian workforce has been challenging. Despite existing quotas, historical absorption rates of ex-servicemen into CAPF and public sector units have remained low.

Ex-Agniveer Reservations Across Indian States

  • Haryana: Haryana became the first state to institutionalize a broad rehabilitation framework for Ex-Agniveers.
    • The state approved the Agniveer Policy 2024 and later enhanced reservation from 10% to 20% in selected government posts.
    • Haryana introduced 5-year age relaxation for the first Agniveer batch and 3 years for subsequent batches. 
  • Delhi: The Delhi Lieutenant Governor established a 20% horizontal reservation in Group C vacancies. This applies to direct recruitment in the Delhi Police, fire services, prisons, and forest departments.
  • Uttar Pradesh: The Uttar Pradesh government approved a 20% reservation for ex-Agniveers in direct recruitments for the state police, fire services, and Provincial Armed Constabulary (PAC) across all social categories. 
  • Uttarakhand: Uttarakhand notified the Agniveer Horizontal Reservation Rules granting a 10% quota in Group C uniformed services, including fire, forest, and jail services for permanent state residents.
  • Himachal Pradesh: Himachal Pradesh forwarded a comprehensive proposal to absorb ex-Agniveers into uniformed services (state police, warders, and forest guards), aligning with the broader strategy of post-service integration. 

Government Support Measures for Exiting Agniveers

  • Post-Service Opportunities: The government has announced reservations and preferences for Ex-Agniveers in CAPFs, Assam Rifles, Defence PSUs, Coast Guard and several state services.
    • The Ministry of Home Affairs (MHA) updated recruitment rules to establish a massive 50% reservation for ex-Agniveers in Group C constable vacancies across central forces like the BSF, CRPF, and CISF.
    • Skill certificates and employment support mechanisms are intended to improve civilian employability.
    • The Ministry of Railways and the Army signed an agreement allotting 5% reservation in Level-2 and 10% in Level-1 posts. 
    • Additionally, the Defence Ministry approved a 10% quota across all Defence PSUs and the Coast Guard.
  • Priority Credit: Public sector banks and financial institutions provide collateral-free loans (such as special schemes by the State Bank of India) with waivered processing fees.
    • Credit is extended on priority to help set up businesses or fund further education using existing programs like MUDRA and Stand Up India.
  • Education: The National Institute of Open Schooling will offer customised courses to help Agniveers earn their Class XII certificates.
    • Additionally, the Ministry of Education is launching a three-year skill-based bachelor’s degree for serving personnel that recognises their military training.
